The report analyses findings through the Social Ecological Model (SEM) framework, locating the causes of knowledge gaps at individual, interpersonal, community, institutional, and policy levels simultaneously. It offers 20 specific, evidence-grounded programmatic and policy recommendations from mandatory teacher training and curriculum time protection to digital health literacy programming and national CSE monitoring frameworks designed to address these failures at every level of the system.
